Abstract

The rapid integration of Artificial Intelligence (AI) and Machine Learning (ML) into Digital Islamic Philanthropy presents transformative opportunities for financial inclusion but introduces the severe structural risk of "algorithmic theocracy." This phenomenon occurs when opaque, high-speed algorithms autonomously execute socio-religious decisions, such as determining Zakat eligibility, effectively usurping the jurisprudential roles of human clerics, bypassing traditional corporate governance, and violating the core Islamic requirement of intentionality (niyyah) and stakeholder accountability. Addressing the persistent gap between technological deployment and ethical accountability, this study conducts a conceptual review and technology meta-analysis to deconstruct the architectural flaws and theological vulnerabilities inherent in current black-box philanthropic platforms. By intersecting the Maqasid al-Shariah (Objectives of Islamic Law) with advanced IT governance frameworks, the research finds that mitigating data bias and temporal access failures requires fundamental interventions at the software architecture level rather than mere external policy guidelines. Consequently, the article contributes a novel, Shariah-compliant conceptual architecture that embeds Explainable AI (XAI) and mandatory Human-in-the-Loop (HITL) fail-safes into the algorithmic lifecycle. By routing low-confidence or highly complex socio-religious computations through a human-validated governance layer, the proposed ethico-algorithmic framework ensures computational transparency, preserves jurisprudential reasoning (ijtihad), and firmly aligns technological readiness with theological integrity in the digital Islamic economy.
